NEW YORK--Wheelchair and scooter users here can now call 311 to request a wheelchair-accessible taxi. A new Accessible Dispatch Program connects passengers to a dispatcher, who relays the passenger's location to participating drivers. The closest available driver then picks up the passenger. The United Spinal Association, which advocated for the taxis, will train drivers in securing wheelchair devices and disability etiquette.
